RAN technical training
The Situation
- On behalf of Cogent Business Solutions, DTD provided the primary resource to determine the future of RAN Technical Training
- The initial engagement was to review the service delivery arrangements including the contract with recommendations for improvement
- Following acceptance of the recommendations, the second commission involved working with key Defence stakeholders to develop the statement of requirement
- Following acceptance of the requirement, the third commission was to provide technical expertise as part of the evaluation panel
The Requirement
Identify and support the delivery of the preferred training solution
The Challenge
- 20-year history with the incumbent contractor that had developed into a symbiotic relationship
- Dissatisfaction with the current situation by a wide variety of stakeholders for differing reasons
- Performance was not commensurate with resources

- A staged approach for a workable solution
- A contract that met the needs of stakeholders
- A resource attribution model that was robust and defensible and accommodated changing organisational requirements
- First draft of each report for the three commissions was endorsed and approved.
Methodology (why DTD)
- Expert opinion was used in the first commission along with a benchmarking activity of like organisations
- Facilitated workshops to develop and test the requirements as part of reducing dissatisfaction
- Development of KPIs, PIs and SMARTs that were bound into the contract to establish risk and performance levels
- Mentoring and coaching of key stakeholders to align intellectual and emotional understanding to make effective decisions
